Is this the same as freeze-drying or VPT puffing?

No — vacuum frying, freeze-drying and VPT puffing are three separate technology routes for fruit and vegetable chips, each producing a different texture. This site documents all three separately rather than defaulting one process to all products.

Does this fry before or after freezing?

Frying happens first, then freezing — matching standard French-fries sequencing, not the other way around.
